Besides bridge design, CCJM provided all highway design, traffic control plans, field survey, right-of-way, erosion and sediment pollution control plans, highway drainage, and utility coordination. Maintenance and protection of traffic plans were carefully prepared to minimize impact on local businesses during construction. Careful coordination was required due to significant environmental and historical constraints. This included the unique habitat adjoining the Monocacy Creek, a high-quality, cold-water fishery with a naturally reproducing trout population; several small businesses; and two National Register eligible properties: the Lehigh and Lackawanna Railroad to the west, and the former Henry Irwin and Sons Paint Mill complex to the east and north.
