Detroit Water Treatment Plant Chlorination and Fluoridation Facilities Design

Detroit Water Treatment PlantCCJM was responsible for the design of one of the world’s largest Chlorination & Fluoridation Facilities at the Detroit Water Works Park (WWP) Water Treatment Plant.

The WWP chlorination and fluoridation facilities provide chlorine and fluoride to the water supplied to three of DWSD’s water treatment plants: the Water Work Park Plant (350 mgd), the Springwells Plant (540 mgd), and the Northeast Plant (340 mgd).

Chlorination System

The total capacity of the new chlorination facility is 34,000 pounds per day (ppd). The existing building has been rehabilitated to house the new process equipment and storage. Up to 40 one-ton containers can be on-line, with storage capacity for 45 additional one-ton containers. Four liquid chlorine evaporators (2,000-8,000 ppd each) and 11 gas chlorinators (2,000 – 8,000 ppd each) are provided to feed chlorine at six feed points. The design included all new instrumentation and controls for automatic operation, safety equipment and two 5,000 cfm emergency chlorine scrubber systems.

Fluoridation System

The new fluoridation facility is designed to feed up to 7,000 gallons of sodium hydrofluosilicic acid per day. The existing building has been rehabilitated to house the new fluoride feed equipment. Five new 5,500-gallon storage tanks and four metering pumps are provided to feed fluoride at two feed points. The design included all new instrumentation and controls for local and remote operations.

Interim System

A new building has been constructed to house interim chlorination and fluoridation systems to provide chlorine and fluoride feed while the existing buildings were rehabilitated. The interim chlorination system has a feed capacity of 30,000 gallons per day of sodium hypochlorite, and a storage capacity of 120,000 gallons. The interim fluoridation system has a design capacity of 6,000 gallons per day of sodium hydrofluosilicic acid, with 20,000 gallons of storage. The interim facility is now served as a backup system.
